What Oklahoma offers disabled veterans, what each program requires, and which agency to ask. Checked against official Oklahoma sources on October 15, 2026.
Oklahoma rules change, and where Oklahoma agencies describe a program differently, this page says so. Dollar amounts and income limits are the ones printed on the official pages on October 15, 2026, for the year named. Confirm the current number with the agency before you file. This page covers state benefits only. See the federal side on our VA disability tax page.
Who: an honorably discharged head of household with a 100% permanent disability sustained through military action or accident, or the surviving spouse. Proof is a current VA benefits award letter showing the 100% rate. Oklahoma Constitution Article 10, Section 8E, as printed on Form 998.
Amount: the full fair cash value of the homestead. I found no dollar cap.
Conditions: you must own and occupy the homestead on January 1, and have previously qualified for the regular homestead exemption. The deed must be recorded by February 1 of the first exemption year.
How: OTC Form 998, filed with your county assessor (form revised 11-2025, tax year 2026).
Under 100%: I found no partial-rating property tax exemption.
2. Disabled American Veteran plate and reduced registration
Plate (Form 751-J, revised 2/2025): at least 50% service-connected. The fee on the form is $5.00 plus $1.50 insurance fee ($6.50 picked up, $13.10 mailed). You need the ODVA Reduced Licensing Charge Card (Form 599) or an ODVA letter. A letter stating the disability percentage does not qualify.
Reduced registration: $5 plus applicable fees, for 50% or more, up to two vehicles per veteran. A surviving spouse gets one discounted vehicle. The discount is not available for online renewals.
Free driver license: Service Oklahoma says 100% disabled veterans get a driver license or state ID at no cost (commercial licenses may be excluded). Proof is a VA letter or Sales Tax Exemption Card.
Sales tax: the 100% sales tax exemption is limited to $25,000 per year ($1,000 for a surviving spouse).
I found no veteran-specific parking privilege on the Oklahoma pages I read. Parking follows the general Disability Placard rules, which are free: for example, you cannot walk 200 feet without stopping, or use portable oxygen. The 5-year placard is valid 5 years. Oklahoma no longer offers lifetime placards. The only veteran link on that page points to the sales tax exemption permit.
Lifetime combination license: resident disabled veterans, as certified by the VA. $25 at 60% or more, $200 below 60% (Oklahoma Department of Wildlife Conservation fee pages).
Exemption: the Wildlife Department says resident disabled veterans rated 60% or more are exempt from buying hunting and fishing licenses. At 100% they are also exempt from deer licenses. Proof comes from the Oklahoma Department of Veterans Affairs.
Two sources, unclear relationship: the Wildlife Department's pages show both a $25 lifetime license and an exemption, and ODVA calls it a free permit. Ask which applies to you.
Not covered: bear licenses, federal fees, a Lake Texoma license for the Texas side (unless 65 or older), and paddlefish permits.
Oklahoma law (72 O.S. 72-7) allows free admission to state-owned or state-operated parks and museums for honorably discharged veterans who are currently Oklahoma residents. Proof is an Oklahoma driver license or ID plus DD-214 or similar, or an Oklahoma license or ID with the veteran flag emblem. ODVA says no disability percentage applies. The law says "admission," so do not assume it covers camping or lodging fees. I did not read the last part of the Title 72 PDF.
6. State income tax on military retirement and VA pay
Military retirement: the Tax Commission says that beginning in tax year 2022, each individual may exclude 100% of retirement benefits from any component of the Armed Forces. Schedule 511-A for residents.
Old pages: two other official pages still show an older rule (the greater of $10,000 or 75%). They predate the 2022 change. Use 100%.
Active military pay: the 2025 packet says it may be excluded at 100%, including Reserve and National Guard pay.
VA disability:I did not find an official Oklahoma statement that VA disability is excluded or taxed. The 2025 Form 511 packet does not mention it.
