Military spouse preference and noncompetitive hiring

Does being a military spouse move you to the top for federal civilian jobs? Two different tools, and neither is a guarantee.

The short answer

No, being a military spouse does not put your resume at the top by itself. There are two separate tools. Military Spouse Preference (MSP) gives you a hiring preference for Department of War civilian jobs, but you still have to be among the best qualified. The noncompetitive appointment authority lets an agency hire you without a competition, but the agency does not have to. Neither one is a guarantee.

Tool 1: Military Spouse Preference (MSP)

How to use MSP (current process)

  1. Create a login.gov account and a USAJOBS account.
  2. Apply to the job announcement directly on USAJOBS. Registering in the Priority Placement Program is no longer required for spouses (Army fact sheet above; the change took effect 1 April 2019 per Fort Polk garrison notice).
  3. Upload the Military Spouse PPP Self-Certification Checklist, DD Form 3145-4, with your application, plus your marriage proof and sponsor's orders.

Ask the civilian HR office at your new installation to confirm the steps before you apply. Local practice can differ.

Tool 2: noncompetitive appointment (Executive Order 13473)
