Compensation figures are the 2026 rates for a veteran alone with no dependents, from VA's own table: 90% is $2,362.30 and 100% is $3,938.58 per month, reflecting the 2.8% COLA effective 1 December 2025. Rates rise with dependents at 30% and above. Check the current table on va.gov.
The combining and rounding rules are at 38 CFR § 4.25, which states plainly that the conversion to the nearest degree divisible by 10 is done only once per rating decision, after all disabilities are combined, and is the last step. Read 38 CFR 4.25 on eCFR.
The bilateral factor is at 38 CFR § 4.26. Secondary service connection — one service-connected condition causing or aggravating another — is at 38 CFR § 3.310. TDIU is at 38 CFR § 4.16. Part 4 is the full rating schedule.
Sleep apnea is rated under 38 CFR § 4.97, Diagnostic Code 6847. The proposed revision was published as a proposed rule in February 2022 and revised in a supplemental proposed rule in September 2024. It is not final as of mid-2026 — check the Federal Register before you rely on either version.
The worked example above (60% and 40% combining to a raw 76, rounded to 80%) is the same arithmetic the regulation itself uses to illustrate the table.
